As an African leaving in Nigeria and from the Niger delta area, i do know that the primary cause of poverty in the developing world is government corruption and public apathy.&lt;br&gt;
The private public partnerships that pic up the slack in the West don't exist here because governments are busy enriching themselves and looting the public treasury, creating no incentives or compulsion for the prvate sector to invest in the social infrastructure.&lt;br&gt;
Pity.&lt;br&gt;
